Lifelong learning and full professional qualification training is a bridge to the future.
The increasing globalization of the economy puts forward a new international agenda.
The world is moving towards an information based economy that is determined by the quality of the products and services he provides. The production system based on the new technology has higher production efficiency and flexibility, requires all employees to constantly update and improve their skills, and more entrepreneurial and enterprising spirit. Available evidence clearly shows that the most productive countries have a common characteristic, their labor trained and flexible, has a wealth of skills and different skill mix well and skill workers lifelong continues to increase. Because of this, the theme of the conference is: lifelong learning and full professional qualification training is a bridge to the future. Technical and vocational education and training (hereinafter referred to as TVET) with the working world (including formal and informal, urban and rural areas) need to acquire knowledge and skills have the most direct contact. Every country has to adjust its TVET plan to make it adapt to the skills required in the twenty-first Century talent market. We have recognized that countries because of the different stages of social and economic development, the requirements of the above skills may differ greatly.
However, regardless of the status of the development of the country, in order to effectively solve the problem of employment and development in first Century, have to redesign their respective TVET plans. As the recent Asian experience shows, the economic situation may suddenly change dramatically, resulting in a large number of workers unemployed, forcing many young people to take the road of individual business. Therefore, it is necessary to make education, training and employment policies more coordinated, it is necessary to coordinate the work of the government departments in charge of education, labor and social welfare. In addition, there is an important international forum stressed that the current international model of development, due to the environment, education and social welfare have a negative impact, can not continue indefinitely. TVET must be carried out at the general education stage in order to let the children learn a series of useful life skills and experiences. In particular, the TVET program must be implemented in a flexible manner so that all social groups and people of all age groups have the opportunity to receive education and training. In other words, we must give all people a chance to study for life. For many developing countries, it is a difficult task to provide basic learning opportunities for young people who are excluded from the formal education system. There is no doubt that TVET can become the education of these disadvantaged young people's possible channels, to mobilize them to work while studying in small and medium enterprises.
Many developing countries lack the technical and financial resources needed to redesign their TVET programs. Unfortunately, in recent years, providing funds for the development of industrialized countries and international funding agencies was significantly reduced. We have heard calls for much of the multilateral and bilateral cooperation in the development of TVET. In this interdependent world, by industrialized countries to developing countries to provide effective assistance and help them develop human resources, break by vicious cycle of poverty, injustice, unemployment and violence which is in line with the interests of industrialized countries, which is no doubt. Unemployment has become an international issue, becoming a problem that can not be restricted to the border.
We are convinced that the implementation of the aims to train qualified technicians and skilled, semi skilled technical workers of technical and vocational education and training should be part of the indispensable in all national development agenda. TVET is a bridge to the future, but there must be a road leading to the employment of TVET, otherwise we are in the manufacture of new problems. Thus, we need is not only revive the vitality and more coordinated TVET plan, and technical and vocational education and training and employment with the new situation, we need to link TVET new mode, education, training, employment and social welfare in several aspects of the work in a country, within the scope of the link.
UNESCO is willing to take this meeting to call on all international organizations concerned about technology and vocational education and training to cooperate with us to help all countries, especially developing countries, to transform their TVET system. We should share and develop our expertise, and take concrete actions to train their workforce to meet the challenges of twenty-first Century. A coordinated strategy should be adopted so that the input resources and efforts can be well coordinated. The technical and vocational qualification education conventions adopted by the UNESCO conference in 1989 can be a valuable reference for international organizations to carry out cooperation.

Three. A brief description of the international program of vocational qualification education
UNESCO sought to build a support TVET international alliance, especially hope that with the ILO in poverty alleviation and strengthen the links between education, training and employment, to jointly develop and implement relevant policies and plans, also hope to absorb the other partners, such as the world bank, the European training foundation, Southeast Asian countries ministers of education organization WEAMEO, Korean vocational education and training of the (krivet), the American national vocational education research and Literature Information Center (CINTERFOR).
